The ITC Mission Expanding Access to Real-World Technology Testing

ITC was founded by, and continues to be led by, individuals who were members of the project team which made use of the US Navy’s Point Mugu Sea Range for autonomous technology testing and evaluation (T&E) exercises in 2025.  We were motivated by that experience to establish a companion testing range outside of Navy-controlled waters and airspace, to make T&E facilities available to a broader array of small technology companies which might not find the Sea Range affordable or require its level of sophistication yet in their product development.  Hence the birth of the Fathomwerx Proving Ground (FPG), a real-world testing arena which multiplies the capabilities of the existing Fathomwerx Lab (indoor controlled laboratory facilities) to offer a full spectrum of facilities and services in support of the crucial testing phase of new technology development.

Our Purpose Fostering Innovation Through Testing & Collaboration

The Innovation Technologies Consortium (ITC) is a recently-formed non-profit corporation established in Ventura County. Its purposes are:
  • To operate a testing range (the Fathomwerx Proving Grounds) for technology companies in the realm of autonomously-controlled equipment for both military and commercial applications.
  • To act as a convener among the multiple sectors of the community and region which have a role in developing and supporting a robust climate for technology innovation.
